Overview

This is the Texas Commission on Law Enforcement (TCOLE) mandated Crisis Communications for Emergency Telecommunicators #2120 online training course offered for Texas Telecommunicators.

The Crisis Communications course is designed to enhance the skills and preparedness of emergency telecommunicators (dispatchers) who serve as the first line of response in critical incidents. As a key requirement for the Intermediate Telecommunicator Proficiency Certification, this course provides both foundational knowledge and advanced strategies for managing high-stakes calls involving emotional distress, threats to life, and rapidly evolving situations.

With approximately 85% of the U.S. population covered by a 9-1-1 system—and 99% of adults in these areas aware of its use—telecommunicators are increasingly confronted with complex and emotionally charged calls. Factors such as rising rates of domestic violence, mental health crises, terrorism-related fears post-9/11, and heightened public expectations contribute to this demanding environment.

  • This course addresses those challenges by focusing on:
  • Techniques for managing emotionally distressed callers
  • Communication strategies in crisis and high-tension situations
  • Legal and ethical considerations for dispatchers
  • The role of the telecommunicator in multi-agency emergency response
  • Stress management and resilience for first-responder support staff

Upon completion, participants will be better equipped to handle the emotional, cognitive, and operational demands of crisis communication with professionalism and composure.

TCOLE Reporting
